Lucky wheel the intended behaviour is for the player to be able to use 5 daily spins:  

• 1 spin (With Ads or not, no cooldown timer wait)
• 1 spin (with ads, no cooldown timer wait) 
• 1 ad spin every 15 minutes (Max 3 spins, after that 24h cooldown timer)

After 5 spins have been used the a countdown timer will appear counting down towards the next daily reset (max 24h) which will make the 5 daily spins available again.
